User Biography: Cynthia Sylvain-Lear started her career with the City in July, 1996 in the Division of Economic Development where she was subsequently appointed to the position of Director of the Neighborhood Commercial Revitalization Program. In May, 1998 she was appointed to the position of Director of the Department of Parks and Parkways.
She has been the Deputy Chief Administrative Officer for the City of New Orleans since Mayor C. Ray Nagin was initially elected to office in May 2002. As a result of the devastation of Hurricanes Katrina and Rita, in addition to her responsibilities related to the oversight of several key City Departments, she was the Operations Division Manager of the Emergency Operations Center. She coordinated internal and external resources immediately after the event in 2005 until the EOC returned to internal staffing levels in 2006.
